Here you will find summaries of the various State and Territory regulations pertaining to 'tipping competitions'. For the purposes of obtaining a permit/licence they are often defined as 'Trade Promotion Lotteries'.

Briefly, if no entry fee is charged, and the total prize pool is less than $5,000 then no permit is required (with the exception of the ACT).

In some states, it is a breach of the gaming laws if an entry fee is charged, whilst in others an entry fee is allowed providing it is either returned in full to the participants as prizes or the competition is a charitable fund-raiser.
